Senate Bill (SB) 205, signed by Gov. Newsom in 2019, requires a person or entity who conducts a business operation that is a “regulated industry” to demonstrate enrollment with the NPDES permit program. RESIDENTIAL DAY CARE FACILITIES: Effective on January 1, 2020, Senate Bill 234 became law allowing small and large family day care homes to operate in a residential location without the requirement of obtaining a local jurisdiction/city business license. Though a city business license is no longer required, all day care facilities must continue to comply with Alameda County and/or State laws and regulations. Commercial day care/childcare facilities are still required to obtain a City of San Leandro business license and zoning approval before operating.

What you need to know to get started.

1. Business licenses are renewed on a calendar year basis. All licenses expire December 31st.

2. Business start date is the first date your business started operating in the City of San Leandro.

3. No payment will be required until your application has been reviewed and accepted. You will receive an email verifying the receipt of application. Within 3 business days you will receive an email containing the amount due and instructions on how to make payment online.

4. If the business Is located in the City of San Leandro, you must include a Zoning Application Form with your Business License Application. The Zoning Form should be uploaded on the online application portal to assist with expediting your application.
